Abstract

This paper focuses on Implications and guidelines to the implementation of the human resources development and utilization programme of the Lagos plan of action. The purpose of this report is to provide a brief background to the evolution and raison d’etre of the Lagos plan of action as has been attempted in the forgoing pages, and principally to provide guidelines for a better understanding and appreciation of the issues involved.
