Africa is facing several challenges in the eve of the 21st century. To meet these challenges, the African continent will need to shift its economies onto a higher performance growth path which would require not only some high policy decisions, i.e., domestic policy reforms of the trade and investment policies, as well as financial sector reforms, but also unleash the forces of the private sector. Africa has chronically underperformed in the world international trade. A number of factors are responsible for Africa's poor performance in world trade, including trade restricting policies; high transport costs; low productivity and skills; policies constraining private sector development; and poor infrastructure, such as electricity, water supplies, telecommunications, etc. The meeting is being held as part and parcel of the process of assisting African countries to adjust to the post-Uruguay round economic and trading environment and to enhance their capacities for taking advantage of the opportunities emerging from the new world economic order.
