Achieving improved coherence in the activities of various United Nations agencies has received well-deserved emphasis over the years. The reforms initiated in various parts of the United Nations system in recent times have sought to reinforce that effort. Coherence implies a unity of purpose and harmony in the work of various United Nations agencies. The key to enhanced coherence is greater collaboration and coordination among United Nations agencies at the headquarters, regional and country levels. For a long time, coordination and collaboration among United Nations agencies at the headquarters and national levels have preoccupied policy makers in national governments and in the United Nations system.
