For the African countries the need to develop effective strategies for integration of their
economies in the world economy, to improve infernal competitiveness, to open op
among themselves and globally,, and to take advantage of the opportunities bang generated by
globalization and Hberalizztian of the world economy are all acknowledged. Equally, the urgent
need for the continent to play a more active role in the international trading system and in the
new World Trade Organization is recognized, as dnfy reflected in the Tunis Declaration by
African Ministers of Trade on the Urngoay Round of Multilateral Trade Negotiations adopted
in October 1993 and the Tunis Framework for Action for Implementation oftheUrogoay Ronnd
- Agreements by African Countries, adopted by the International Conference on the Uruguay
Ronnd and African Economics held in October 1994_ The concerns for adequately preparing
Africa for the forthcoming Singapore WTO Ministerial Meeting were also voiced by the African
Heads of State and Government of the Organization of the African Unity (OAO)j dining their
