Prepared as a contribution by the General Secretariat of the
Organisation of African Unity (OAU) to the discussion of African
trade policy issues and options in preparation for UNCTAD IX,
this paper is primarily concerned with the main elements of a
forward-looking trade agenda for African countries against the
background of both limitations on trade preferential schemes as
well as new opportunities emerging in the international trading
system as a result of the Uruguay Round Agreements.
The paper's analysis point to the following recommendations
as essential components of a forward-looking trade agenda for
African countries.
