These brief studies had shown the need of a deeper analysis and specialized surveys. The latter were conducted under the guidance of the Reverend Father Lebret, and were directed towards an analysis of human needs and economic potentialities at both the local and the national levels. They included sample surveys in the different homogeneous rural areas, surveys at the regional level with special attention to focuses of development, and lastly urban surveys.
