At its nineteenth meeting in May 1993, following the United Nations Conference on Environment and Development (UNCED), the ECA Conference of Ministers of Economic Planning and Development reviewed the implementation of UNCED Agenda 21 within the context of the African Common Position on Environment and Development. The aim was to provide a strategic framework for the implementation of Agenda 21 in the region. The African Common Position on Environment and Development which was adopted in Abidjan, Cote d'lvoire, in November 1991 provided the framework for discussion at UNCED and contributed to the content of Agenda 21. It was in this spirit that the ECA Conference of Ministers adopted the African Strategies for the implementation of Agenda 21' by its resolution 744 (XXVIII).
