Intra-African cooperation in manpower development and utilization

Abstract

This paper as four inter-related objectives, first, to review very briefly the main characteristics of African manpower situation second, to review the role of human resource factor in Africa’s development strategy in the 1980s: third, to evaluate ECA initiated manpower development programme for African in the content of Africa’s development strategy based on the principle of coordination and self reliance and fourth, to invite consideration of specific action for the full realization of the ECA manpower development programme and effective African governments participation in the required action.
