The creation of an African Industrial Development Fund is
expected at this stage to meet the challenge and be an important regional instrument to support industrial development projects by contributing towardsrationalization and structural change. The Fund is designed primarily to ensure that resources are readily available for preinvestment studies for concrete and urgent high priority projects which are not likely to meet the criteria of conventional financial institutions.
