Operative paragraph 2 of Commission's resolution 24(ill) of 16 February 1961, reproduced here as Annex I, requested the Executive Secretary to convey urgently to the countries responsible for the international relations of Non-Self-Governing Territories the will of the Commission to see those countries represented at the next session of the Commission as associate members "by Africans." Accordingly the Executive Secretary addressed a communication dated 26 April 1961 (Annex II and Annex II (a)) to the Governments of Portugal, Spain, Republic of South Africa, United Kingdom of Great Britain and Northern Ireland, and a similar communication dated 28 April 1961 (Annex
III and Annex III (a)) to the Governments of Belgium and France, drawing their attention to the contents of Resolution 24(lll) and requesting them to send to him any information which they may deem necessary to enable him to include such information in his report to the fourth session of the Commission.
