One of the important aspects of the critical economic and financial situation of Africa since the start of the 1990s is the persistence of factors, both internal and external, which prevent African countries from allocating enough resources to financing their development. Among these factors are the increasingly heavy
debt burden and the inability of a large number of countries to service it.
