If Africa's economic underdevelopment can be attributed partly to the inadequate development of its human assets, then a higher level of socioeconomic development can be achieved and the transformation of African economies can be accelerated through education and training that-is-relevant and appropriately oriented to the-challenges and opportunities of development. Hence the faith in training as one of the major means African countries must take in order to raise the standard of living of the masses, of the people. We must train to prosper.
