The Paper presented at the Regional Conference on "Development Management in Africa: Thirty Years of Experience, Emerging Challenges and Future Priorities11 organized by UN-ECA, Africa Hall, Addis Ababa 8-12 March 1993.
The paper highlights some of the challenges facing technical assistance in Africa today, trace the evolution of the CFTC, discuss the arrangement for managing the Fund and present an outline of the Fund's activities including its involvement in the African Region of the Commonwealth and the major functions that accompanied major policy changes that were introduced since its inception. The paper then presents an assessment of the CFTC approach to technical assistance management and concludes by examining some of the emerging challenges facing the CFTC in the 1990's and beyond.
