The Governments of the African States on whose behalf this Constitution is signed, Aware of the importance of solar energy and the advantages to be derived by them from its effective harnessing and utilization, Noting the problems of African countries which are facing difficulties in the fields of energy production, transport, supply and the costs, Considering that the shortages of indigenous specialized manpower which most African countries still face constitute an obstacle to their assuming full control over their energy resources and ensuring their rational use, considering further that it is necessary and urgent to assign high priority and all due importance to the formulation of sound, co-ordinated energy policies at the regional, sub regional and national levels, Recognizing that the optimum harnessing and use of solar energy requires concerted action, co-operation, political commitment and solidarity on the part of African States.
