This paper deals to consider-why public enterprises continue to grow and increase in number under the circumstances. It is However valid to consider this question at this conference. In this paper it is relevant to emphasize that the situation posed a considerable challenge to us in this conference. Perhaps, an examination of the Personnel problems in these enterprises, which is the subject of this paper, is a good beginning towards meeting the challenges posed by our African public enterprises.
