Abstract
The improvement of the present position-of the construction and building materials industries to the point where self-reliance is achieved between now and the year 2000 demands the formulation of consistent short-, medium- and long-term policies and strategies and the definition and establishment of adequate structures and machinery, in the absence of which the principles underlying the operation may fail to take practical form. However, if these requirements are to be met, it is essential that the leaders responsible for carrying out these tasks at all levels deliberately adopt certain approaches.
