Strategic objectives for Africa's economic development in the 1990s

This document answers these questions; What are the salient features of recent global changes? Are there new perspectives that the ferment in the international environment bring to Africa's development objectives and needs? What are their implications and, in particular, what opportunities and challenges do they pose for Africa's socio-economic development? Which lessons derived from Africa's development experience can be usefully applied in making adjustments to the new challenges? Indeed, what are the prerequisites for African countries to manage the current period of transition, while at the same time promoting economic growth and development? 4. By reflecting on these questions, it is expected that some insights can be shed on Africa's socioeconomic development in the 1990s. The hope - and the goal-- is that such insights will help in pointing to ways in which African countries can make necessary adaptations to accelerate the implementation of existing strategies and programmes of actions for development.
