The present report is not intended to be a comprehensive study of the problems raised in the Resolution, but rather aims at following up the questions that could not be answered at the time when the study was prepared. It has to be borne in mind, however, that still both the legal framework and the actual policies to be pursued within this frames work remain to be settled.
