Abstract
A strategy is a plan of co-ordinate activated to achieve an objective or objectives laid down document E/CN/14/EC0/90/Rev.3” Revised, plan of action for the establishment of the new international economic order in Africa, I976-1981 -1986 ,defines the global development objectives in Africa for the Decade 1976-1986 and the strategy to achieve them.
