Abstract

In view of the present critical financial situation, states members of the commission must seriously consider fulfilling their financial obligations in respect of their pledges so as to ensure the timely execution of the commissions high priority work programmes which were approved at the last session of the ECA conference of ministers as indispensable elements of a strategy for the rapid economic and social development of African countries. Furthermore, unless adequate resources can be found immediately, there will be no alternative other than to adopt a policy which demands a review and rephrasing of ECA’s major development program mes and projects beyond the period originally laid down for their implementation.
