This paper focuses on Matters Arising from the report of the first meeting. The report, recommendations and resolutions of the intergovernmental committee of experts for science and technology development were presented to and considered by the technical preparatory committee of the whole at its third meeting held in Tripoli, Libya 19-24 April 1982.
