Abstract
The Southern Africa Labour Commission (SALC) established on 30 January 1980, in Gaboron, Botswana, had functioned as an intergovernmental organization dealing with migrant labour and employment issues until January 1989. Thereafter the objectives and scope of SALC were expanded to include inter alia labour market issues and occupational health and safety. It was also in 1989 when SALC was transformed from a purely intergovernmental Commission into a tripartite body comprising representatives from governments, employers and workers.
