The extraordinary meeting of the Executive Committee was held in Addis Ababa from 16 to 18 February 1976. The meeting was opened on 16 February by Mr. Adebayo Adedeji, Executive Secretary of ECA. He noted that it was generally accepted in Africa that the solution to national and regional economic problems were to be found in increased self-reliance, more meaningful and effective intra-African co-operation, the international development of relatively autonomous processes of growth, diversification and integration of the socio-economic system and increased co-operation with the third world countries, the advanced countries and the socialist countries. He also drew attention to the inter dependence between ECA's long-term programme, the International Development Strategy, co-operation among African countries and the necessary structures for their application.
