The first meeting of the Council of the African Association of Cartography was held at Nairobi Kenya, from 23 to 27 February 1976 in pursuance of the recommendation of the Meeting of Experts, on the Establishment of an African Association of Cartography which was held at Addis Ababa, Ethiopia, from 23 to 27 June 1975 In his speech, he said that it had been recognized that, if a country was to achieve the integrated development of its natural resources, it must have trained, well qualified and experienced nationals in the fields of national resources surveys. The shortage of trained manpower was the greatest constraint many African countries had. faced and were still facing in all fields of development. In many African countries the speed of surveying and napping could no longer cope with the intensive development projects being formulated or carried out.
