To alleviate poverty, the logical and paramount goal of African countries should be to achieve policy objectives of sustainable development in the endeavourto harmonize population growth with utilization and exploitation of natural resources through re-direction, re-orientation of research and development, and institutional changes. The first priority in this harmonization process is to ad dress challenges posed by the negative synergy arising from rapid population growth, environmental degradation and food insecurity. Despite repeated pledges by African leaders to address these issues, the rhetoric has frequently outrun performance.
