This commemorative issue of African target marks the Twenty-first Anniversary of ECA and has been specially produced to give readers an insight into the functions of the Economic Commission for Africa. In brief history, and in the stories on the separate Divisions and Sections that make up the ECA, we provide glimpse of the scope of its activities to date, focusing on the major achievements in the African region and its sub regions. It is intended as an encapsulated review of the ECA's role over the past twenty-one years, and it is hoped that it will acquaint wider circle of readers with the work of the commission. the Economic Commission for Africa came into existence on April 29, 1958, under resolution 671 A(XXV) of the Economic and Social Council of the United Nations. The emergent African countries, affected by an educational system designed primarily to supply middle-level personnel for foreign economy, were desperately short of skilled manpower.
