The importance of capacity building and utilization in Africa's development has, for many years now, been taken for granted or neglected. Perhaps, inter-temporal loss and neglect of capacity building is a more appropriate description of what happened as, indeed, the fundamental importance of capacity building for sustained economic growth and development had been recognized by African countries since the early years of their independence, as exemplified in their efforts at infrastructure development, establishment of public institutions and training of their nationals abroad and hi local educational institutions.
