Abstract
This paper poses and answers the key questions that policy makers in Africa face in relation to cable and satellite projects offering global connectivity. The promoters of cable and satellite systems primarily want licences and other regulatory permissions. Some, such as the satellite mobile systems (GMPCS), want licences of a new type that may well not fit with existing licensing regimes. Some promoters are looking for investors, but decisions to invest expected to be made by operators and others on commercial grounds.
