The report provides an assessment of the activities, commitments and situation on the United Nations Programme of Action for African Economic Recovery and Development, 1986-1990 (UN-PAAERD). This programme
recorded the commitment of the international community to supplement the initiatives being undertaken
by African States to foster recovery and it spelt out concrete actions to be taken. The African economic
crisis has been the subject of much discussion both within the continent and at the international level. From differing perspectives, the crisis had been analyzed and an array of measures and actions proposed for dealing with it, both in terms of recovery in the short run and development in the end. Africa took the lead in July 1985 when the twenty-first ordinary session of the Assembly
of Heads of State and Government of the Organization
of African Unity (OAU) adopted Africa’s Priority Programme for Economic Recovery, 1986-1990 (APPER).
