Abstract
At the last session of the Commission held in Johannesburg, South Africa in October 2002, several member States, requested that an external review of ECA's work be undertaken following the extensive reforms undertaken since 1996. The stated aim of this undertaking is to assess the impact of the reforms on ECA's capacity to respond effectively to the changing requirements and demands of its member States in a rapidly changing global environment. Taking into account the fact that similar reviews had been undertaken in previous years, the member States requested that a brief report be submitted to the meeting of the Committee of Experts of the Conference of Ministers in 2003 on the outcomes of recent reviews as well as the modalities and terms of reference for conducting a new assessment.
