This report outlines the Digital Identity Strategy for the Kaduna State Government, aimed at enhancing the functionality of digital identity systems for improved governance and service delivery. It begins with an introduction to the rationale behind the digital identity policy, emphasizing the need for a secure and efficient digital identity ecosystem. The strategy is guided by principles of good governance, citizen trust, inclusiveness, interoperability, and digital capacity. Key objectives include ensuring secure access to government services for all citizens, creating a trust environment for data transfers, and promoting the use of digital identities across public and private sectors. Expected outcomes encompass accelerated digital transformation, improved service delivery, increased citizen trust, and enhanced collaboration among government agencies. The report details strategies for creating a trust environment, enabling interoperability, promoting stakeholder ownership, expanding the Master Database Management system, and upskilling government workers. An implementation plan outlines responsibilities and timelines for achieving these goals, while post-implementation considerations highlight the importance of transitioning analogue systems to digital and the role of the private sector. Monitoring and evaluation metrics are proposed to assess the success of the strategy, ultimately aiming to foster a digital and data-driven economy in Kaduna State.en
