The present report provides a summary of a study of digital infrastructure in Madagascar, describing the main points arising from a detailed analysis of the facilities, equipment and systems related to the implementation of digital trade in the country, covering the infrastructure for the Internet, data and delivery, digital payment systems and digital platforms. An analysis has been carried out of the existence, level and quality of development of the infrastructure, its technical and financial accessibility, the extent to which the population is used and is receptive to it and any remaining obstacles to its widespread use. The report will be useful in informing the implementation at the national level of the Digital Trade Protocol of the Agreement Establishing the African Continental Free Trade Area. In addition, the information provided should be a good starting point for the implementation of any other policies or strategies on digital trade in Madagascar or in Africa more broadly. A summary of the analyses of each component of the digital infrastructure is provided in the present report, along with the strengths, weaknesses, opportunities and threats associated with that infrastructure and general recommendations.
