The African Continental Free Trade Area provides an opportunity to accelerate progress towards the 2030 Agenda for Sustainable Development and Agenda 2063: The Africa We Want, of the African Union through pooled procurement and local pharmaceutical production of essential safe and high-quality drugs and products for the African continent. With the aim of exploiting this opportunity, ECA, commissioned a pharmaceutical project which adopts a three pronged approach: assessing the current situation and feasibility of a pooled procurement process and increasing the capacity of local production, while ensuring quality products and the creation of a more conducive environment for the private sector. The pharmaceutical initiative will be piloted in selected African countries. The report is structured across the three main elements of the analysis – situational, market readiness and risk-benefit – followed by recommendations and a road map for future action. This report provides a detailed treatment of the substantive analysis of these wide-ranging topics, which is intended to act as a pilot for selected essential reproductive, maternal, new born and child health drugs and commodities.
