In its present state, GATS has only limited disciplines on the liberalization of trade in services. There are many open questions in GATS that need to be addressed in future rounds. Long, medium and short-term solutions are suggested in this brief to increase Africa's participation in the multilateral trading system. For Africa to be taken as a serious partner in negotiating at international fora, it needs to address its socio-economic development problems and become economically strong to be heard at the WTO negotiating tables.
