Investment decisions on efficient resource use and allocation often play catalytic role in the course of economic development and structural transformation.One of the major factors behind the sluggish growth of GDP in many African countries today is the poor investment climate and performance. and the inability to significantly raise investment ratios and levels.This state of affairs with respect to the process of capital decumulation in Africa is particularly revealing
of the fragility of the capital base in the region.
