This study was undertaken as part of the "best country practice” in building critical capacities in Africa launched by the Economic Commission for Africa (E.C.A.). These studies aim to highlight the experiences and practices of those countries that could provide useful lessons and insights for others. Nigeria has been selected as a “best practice country" in the area of entrepreneurship development. Capacity building rests on three pillars viz. the creation of a favorable policy environment, institutional development and the development of human resources needed at all levels. This study on entrepreneurship capacity development in Nigeria tries to focus on the foregoing three pillars of any capacity building efforts.
