The appellation “smart” describes the objectives and characteristics of integrated electronic technology systems that permit the seamless processing and transfer of information to multiple receivers within a controlled system. It is derived from the words “secure, measurable, automated, risk management-based and technology driven”. The smart technology concept places total reliance on the system, and failures in any part of the system will immediately paralyze the entire border operation. It is therefore essential to provide optimal backup for any part of the system that may be vulnerable. System design must be focused on the core system’s high levels of resilience and the potential for the alternative capture and output of critical functions. This section describes the key elements that must be incorporated into the proposed smart systems to facilitate seamless trade and transport. More detailed overviews of the specific technology systems that should be deployed to implement the concepts are described here.
