Statement by Carlos Lopes UN Under-Secretary-General and Executive Secretary of ECA at the African Review Meeting on the Implementation of the Almaty Programme of Action. This meeting comes at an opportune time by providing a space to review the extent to which the Almaty Programme of Action has been successful in Africa as well as identify the obstacles that still have to be overcome with appropriate policy measures, in order to help Africa achieve its vision.
