The objective of the ECA mission was to participate at this epoch-breaking Conference which was being held at the dawn of the 21st century. Since the Extraordinary Summit had been convened to discuss how to Strengthen Africa's Capacity to Meet the Challenges of the New Mll!enmum ECA'S Participation was therefore crucial, since it is the premier research and policy institution m Africa on socio-economic issues, and as such, it would be called upon to provide technical support m the implementation of the decisions that the OAU Assembly of Heads of State and Government would take at the Extraordinary Summit.
