This paper seeks to look at the key elements of the enabling environment governments need to put in place in order to encourage private sector participation in the development of the energy sector. It shows that governments should commit themselves to a clear programme of sector reform aimed at increasing private participation, through management, leasing or concession contracts, and/or ownership of new and/or existing assets. From the latest specialized publications, it draws examples of private participation in the power sector of selected African countries in the form of operations and management contracts, and investment in new generation facilities by independent power producers.
