The following study deals with some of the actions which African governments and intergovernmental organizations have effected or could effect, at bilateral, regional and sub regional levels, to strengthen regional and sub regional cooperation in the development and utilization of energy for their mutual benefit. The study focuses on (a) the foundation of regional cooperation; (b) cooperation mechanisms established by governments at national, sub regional and regional levels; (c) tangible achievements resulting from these cooperation mechanisms; (d) constraints and weaknesses of regional cooperation; and (e) recommendations for improvement of cooperation in the development of energy resources.
