This paper deals with the role of the private sector and other actors in strengthening sub regional and regional co-operation in the energy sector. For the purpose of this paper private sector is defined as an entity or organisation which is not owned by the government and is completely independent and is outside the domain of government authority, whereas other actors refers to financial institutions and bilateral organisations which are independent and deal with development issues.
