Résumé
This conference paper presents the discussion an intervention in the modernization debate from a developmental and industrial perspective. It focusses on changes in a major institutional areas, namely, on some of the mutations in the racial and social characteristics of the South African police (the discussion is restricted solely to the South African Police throughout the Republic. It does not include such special forces as e.g. the South African Railway police). Within the sphere there is indeed a considerable amount of work still to be done and this present article makes no claims to exhaustiveness. It is, a tentative intervention raising issues of an immediate and general interest.
