For anyone who is concerned with the problem of development, in whatever field, knowledge of the concrete reality of each case seem to be the only sound starting-point. First because nothing exists merely in the idea and every country needs its own empirical study. Next because only a good knowledge of the reality (and the richer and more comprehensive the knowledge, the better) can be both the starting point and the culminating point of all theoretical research.
