A student of the problems related to regional inequalities does not start from scratch. It is usually faced by a host of writings on regional development and planning in advanced and underdeveloped countries. These writings imply ideas and conceptions concerning regions and their development. It is to know about these regional inequalities in analyzing the historical process through which they have emerged giving place to a number of economic, social and political problems. It must study too, but in a critical manner, the efforts of regional development that have been undertaken since the political independence of the African countries: It must study the pattern of growth in general, the theory that underlies, explicitly or implicitly the regional development efforts, the pattern of organisation conceived for this development, methods and techniques adopted; to appreciate finally the results of such regional development efforts.
