Concern with labour turnover in Kenya goes back to well before independence, which in 1963. Ironically, however, this concern was not over the subject of this article, i.e. the increasing short age of urban employment opportunities for newcomers to the workforce as a result of low labour turnover, but, on the contrary, with excessive turnover associated with the idea that the African Kenyan had a natural dislike for long-term urban employment and would go back to his village long before the end of his working life. The point in this article is that this endeavor to stabilize the labour force has succeeded only too well and has now become a positive source of concern.
