The following paper is in line with the spirit of the previous speakers who stressed the need to place the analysis of employment in its overall context. We wish to emphasize that this stand is not a "luxury" of relevance only to the intellectual curiosity of intellectuals but an obligation if we want to attack the roots of the problem and not just act blindly on its present external manifestations. The history of the conditions in which the problems of underemployment appeared in the Senegal River Valley, which we are going briefly to trace, is based mainly on Senegalese experience, although the Fleuve (River) region is a political frontier. It will enable us to understand new a region which travelers, up to the beginning of the 19th century, agreed was prosperous and populated, whatever the economic-political entities considered and in particular the kingdom of Gajagaa to which we will refer more particularly, is now experiencing an endemic food shortage and a rural depopulation of international dimensions involving 30% to 40% of the adult male labor force in the middle and upper valley of the river region.
