In the early hours of 27 March 1975 the Second General Conference of the United Nations Industrial Development Organization (UNIDO) adopted the Lima Declaration and Plan of Action on Industrial Development and Co-operation by 82 votes to one with seven abstentions. The document says the share of developing countries in total world production should be increased "to the maximum possible extent and as far as possible to at least 25 per cent" by the end of the century against the present rate of seven per cent. Included in the document is a recommendation to the United Nations General Assembly that UNIDO be converted into a specialized agency, and that an industrial Development Fund crucial to both increasing the resources of UNIDO and enhancing its autonomy should be established. The fund would consist of voluntary contributions, and existing voluntary funds under UNIDO's authority would be consolidated.en
