The current plan is supposed to be the first stage towards achievement of the three basic objectives which the country has set itself for 1980. increase of per capital income from 55 to 125 dollars; complete Africanising; increase in expectation of life at birth from 35 to 50 years. In order to reach these objectives, the first five-year plan had to envisage fairly high rates of growth: 6.7% per annul for the gross domestic product (4.6% per head). In addition, for the first time a "French-type" plan has been adopted that is to say comprehensive, indicative planning.
