Regional Planning in Tanzania

Abstract

Although the five year plan 1964/65-1969/70 has a regional breakdown, regional projects were not worked out from below. The drawing up of regional plans was merely the assembling together of all the various ministerial projects that were to be implemented in a particular region by the central government during the five years of the plan as well as making a tentative estimation of possible investment and output targets by sector of activity for each region. To meet these investment and output targets, it was assumed that the local authorities and the private sector in each region would work out and implement their own development projects so that this would-supplement the central government's investment programs in each region. The proposed regional resources and infrastructure studies would also be designed to point out programs necessary to bring about development in each region, to indicate the needs for social services and infrastructure associated with proposed developments, and to suggest regional programs consistent with the government's long run aims.
